Yes. Applications for certification of employment of college and university teachers are filed by submitting a completed ETA Form 9089, “Application for Permanent Employment Certification,” with the Department of Labor. Colleges and universities may utilize special handling or the regular PERM process. In either case, the employer must be able to document that the foreign national was found to be more qualified than each U.S. worker who applied for the job opportunity.
